kbs: install doesn't get tk sources

the next error ;-)

Again on windows:
  ./kbs.tcl -r install kbspkg-8.5
gives the following error:

=== Require error: tkstatic-8.5
missing link source: tk-8.5
couldn't execute ".\kbs.tcl": no such file or directory
=== Require error: tkstatic-8.5
Require failed for: tkstatic-8.5
Error in execution of "install kbspkg-8.5":
=== Package failed for: tkstatic-8.5
Require failed for: tkstatic-8.5

after executing
  ./kbs.tcl -r sources tk-8.5

the 'install' now runs until the next sources are expected (vfs).

Do I have to execute
  ./kbs.tcl -r sources kbspkg-8.5
before the 'install'?  Why is tcl fetched and also sdx.kit but not tk-8.5 (and 
vfs-1.3?
