Currently the only reasons for dismissing a TODO item are:
It's not relevant,
It's not a concern,
Or some custom reason.

However, during a design review, it is often necessary to be able to indicate 
that the TODO item was accomplished, and to check it off the list.

It would be helpful for the last item to read: "Other: specify rationale below", 
and for a new item called "Completed" to be added.  Either that or have a 
combobox with user configurable items.

It would also be good to display a progress bar with a percentage completion so 
that users get a good sense of where they are in the process of addressing the 
design issues.
