I have cursed the lack of this feature on several occasions. I tend to use the workaround that Tom suggested on the user list but that is not the best solution. For myself I do not want to see all the package hierarchy as folders on the diagram. I only want to see the final package folder. If this is used when creating a package name then I think it would be reasonable to assume all parts of the name that do not already exist should be created as packages. e.g. mymodel.pack1.pack2.pack3 would not create mymodel as a package if that is already the name of the base model. However all the rest should become nested packages in the model but only pack3 would be on the diagram.
