In the explorer left click on a package->create model element->new something.
Generaly this command work but regularly insteed of puting the new element as 
child of the package i click on the new element is created elsewhere in the tree
then come "by itself" as child of the package i click on then it come back to 
the first position and so on infinitly.
exemple:

untiltedModel
|----MyPackage <- left click there
|       |-(Unnamed Class) <- position 2
|-(Unnamed Class) <- Position 1
The position of the "Unnamed Class" new element oscillate between 1 and 2
