I do, on a new project with only "MyPackage" (and a class diagram) :
"In the explorer, right click on a package->create model element->new class"
But it always successfull.

In issue 6405, there is an other step (But doesn't failed on my computer)
"dragging and dropping the element to the branch corresponding to an
existing package". 
Do you do this step ?

You write "Generaly this command work but regularly" => 50% ? more ? 
Which operating system do you use ?

In the property panel, is the new class selected ? What is the package (does it 
changed every time)? What happen if you change the name of your class ? and the 
package ?

If easier for you, you can add a french version (but I think I understand what 
you explain).
