I see this bug has been opened and closed a couple of times.  In each case, the problem wasn't actually 
fixed.  Indeed, the netbeans jar that contains this class does not exist in either the src.tgz or the libs.tgz 
distribution.  I expect it can be found in the netbeans distribution somewhere.

It would be nice to include the appropriate jar in the libs.tgz file for use in building.
