These questions are more appropriate for the users list than the dev list,
so I'll answer there.

Correct, ArgoUML currently supports UML 1.4 modeling.  It can also read UML
1.3 models and convert them to UML 1.4.

We have a Google Summer of Code project to implement the underlying support
for UML 2.1.1 (what we call a ArgoUML Model Subsystem implementation), but
it will be a gradual process to get full UML 2.x support in the user
interface.  

Is there some specific piece of UML 2.x functionality that you need?  Or is
this an issue with a tool which will only read/write UML 2.0, so you need
that for interchange?

Are you asking about generating XSD files from an ArgoUML model?  That's not
currently a capability to do that, but I think I saw a recent enhancement
request for it.  Check the issues database and add your vote if it's
something you'd like to see increased in priority.
