Preferences dialog doesn't appear

Hi all,
I'm a new user of ArgoUML that have a problem. The Preferences Dialog 
doesn't appear when I click On Edit->Preferences... (I hope is so, my 
language is italian). I try both the Java Web Start installation and 
archived one. The result is the same. I can resolve this?
