Can you describe what you need it for?  A copy is distributed with
every ArgoUML installation, so there should be a copy on your system.
If you received a model from someone else with references to this file
in it, they should be to an Internet accessible version of the
profile.

The fact that you're asking for a way to get the file makes me
suspicious that we've screwed up somewhere along the line.
