Because nobody has provided the code to implement it, and I have not had
the time to do it.

The idea of the templates were that they are not supplied by PLA, but
created by the user's of PLA. (The ones supplied by PLA are merely
"examples".)

Where implementations of PLA are likely to be used by multi-lingual
users, then I could see the benefit of adding a patch to make this
"easier" for those situations. But my guess is that all users of a PLA
install use the same language, and hence, it would be just as easy for
the admin to change the template to the appropriate language (and text)
for the installation.

But that said, if a patch is supplied, I'll happily apply it. ;)
