Alex, do you agree to catch include calls and transform files on-the-fly

Then I propose the following:
   * move #90 and #92 to rc4
   * complete asap other tickets
   * release rc3 (last version using phing) and make some noise about it
   * agree on definitive file structure (Manuel's proposal is good for me)
   * implement Wim's conf draft (last point to decide: keep xml as the 
textual form of confs in svn or not)
   * replace include_once by include_ndf, incldue_php, include_conf as 
described in previous messages and test with transformation in these 
include_* (simply exec xsltproc for php4, so not much code). Once 
working we add some caching of produced files.
   * release rc4 with a working rbac auth+perm scheme, no more phing, 
and a fully sql conf + strings backend
   * call for contributions to translate everything in as many langs as 
possible
   * experiment unicode (mbstrings, postgres...)
   * migrate exceptions to php5
   * release r3 for php4 + php5
   * drink some beer or take some holidays
