translation file format standard

hi all,

I just downloaded PRADO:

for php5, it's quite nice - have a look. bits I disagree with, lots I  
agree with.

I noticed that prado uses xliff (which I did not know about) as a  
translation document format: it's the XML successor to .po:

obviously, we should use it. :)
