conf next steps

wim:

please do your best to compress the results of our discussions into a 
revision of the conf proposal and _make sure_ to clearly highlight what 
you preceive as the remaining decision points. we should discuss those 
final points and make a decision. I'm tempted to delay until a php5 
version with simpleXML at this point (since conf doesn't suck bad).

Let's not discuss further except to answer your questions as you "load" 
this stuff into the wiki.
