PEAR i18n package

Hi

I think we should use PEAR's i18n package for localization [1] (not 
translation) and Locale should only care about setting the default 
language depending on binarycloud/locale.conf.xml configuration as well 
as provide a list of the locales we have a page is intended to be 
translated completely in.

All the other things like languages, date time format etc. are there.
