safemode & caching

hi all,

regarding #162 which prevents stuff from being saved in apache created 
directories under safemode...

I would like to eliminated this problem (small so i can do it),
if we agree this is a problem (i say it is)
if it isn't being solved as we speak by manuel since this is still work 
in progress
if the proposed solution is acceptable.

solution:
1. modify the NDFCache in such a way it does not create subdirs...
2. this should be conditional from conf (like smarty) or 
ini_get('safe_mode'). (my pref goes to use ini_get)

Alternatively it could just never use subdirectories at all but you 
probably have a bit off a penalty if safemode is off. I don't know how 
big the penalty is... I guess it depends on the number of files in the 
directory... Since the functionality is already here, i would say we 
keep it...
