newbie: can't get testsite to work

Hi, I'm new to binarycloud, just downloaded the release binarycloud-3.0.0-rc3 from http://www.binarycloud.com/index.php/Releases/ReleaseThree, couldn't even get started. The README file says:
1) Edit:
testsite/build.properties
docsite/build.properties
And change the dev.base_url= parameter. Depending on your
system, that can look like:
/~username/public_html/binarycloud-3-0-0_rcX/build/testsite/htdocs/en
-or-
/~username/Sites/binarycloud-3-0-0_rcX/build/testsite/htdocs/en
etc...
[Question] What are these urls? they're supposed to be pointing to something that will be built later, since I don't have
a "build" directory yet. Are these file path or URLs? if I alias them in apache, I assume it doesn't look like this?
2) Run build.sh (in binarycloud-3-0-0_rcX)
term$ sh build.sh
[Question] There is no "build.sh" in the distribution, I assume this is with phing, I already have phing installed
in the php/Pear directory, it doesn't seem to work with the build.xml file. binarycloud/rc3/phing comes with its own
phing, am I supposed to use this to build? it also gives errors.
