translation files

Hello

How is a translation file bound to its php file. I known it must be  
in a directory 'lang'. I do not know whether the file in that  
directory are only used if this directory is located at the package  
'root' directory (like:binarycloud/auth/lang/). Not any  
subdirectories of that.  (like: binarycloud/auth/authenticators/ 
authorizers/lang/)

It looks like the second directory in this example is a relic from  
phing times since it contains files like Strings.en.xml (not  
converted by a automatic script like others?).

So i believe all strings should go into [binaryloud|vortex|app]/ 
[package]/lang/*.xml but need that confirmed...
