IMO you should switch provider if they are not willing to include  
iconv in their distribution. You can't do without it for multilangual  
php projects. Tell them...

As far as I know there is no easy way to emulate this. I presume BC  
would have created this dependancy otherwise. But perhaps I am wrong...
