iconv switch

As some asked for, here is a switch for disabling iconv dependancy.

I added it with two last revisions (8589 & 8590). There's a value
disable_iconv in i18n conf (see testsite/conf/i18n.conf.xml). No error
if this value is not there (for compatibility with existant code).
If set to true, I18N still handles its values (encoding, current
lang...) but doesn't transcode anymore.

Update with svn or wait for next tarballs (round midnight GMT).

Then you're responsible of the encoding of your db results in
SimpleEntity, and in your templates.

Hope it'll fit your needs,
plz report any error.
