How to get projects to use 'using' d efinition created in user-config file

I got this in my user-config file:
using boost
  : 1.64
  : <include>C:/TVSource/ThirdParty/boost/Build/boost-vc14-x64  <library>C:/TVSource/ThirdParty/boost/Build/boost-vc14-x64/lib ; 

How to I tell a project to use it? Using those define in a project requirement works.
