If I remember correctly, Niall proposed that practice along with a pull request to the website page defining the review submission process. None of us objected, presumably because we were all so happy Niall was writing HTML instead of C++. I haven't seen any library not being endorsed recently, so if the step in the process is largely performative we can decide if it serves any real purpose today.
