Bug in 1.64 in file boost/numeric/ublas/detail/concepts.hpp

Hi,

I'm sad to inform that the bug reported here [1] for Boost 1.59 is still
present in Boost 1.64  :(

It seems the bugfix I tested was merged into develop but never made it into
the release branch.

Please, could you track this so it doesn't miss the next release?
