Similar to the other proxying surfaces (e.g. paginated) I made the
observer an interal type and for the observer to masquerade as the
observee for public interactions. So Rob is faced with the issue of how
to tell if the surface he has is suitable for querying. One answer could
be if the total elapsed time reported by the surface (or device) is 0,
then it is not worth querying any further...
