So witch of the packages did you use in the end?
Remember that Cairo can be compiled either with or without fontconfig
support. So if you don't compile it yourself, make sure the downloaded
binaries have been compiled with the backends you need.

I made a zipfile for you with Cairo with fontconfig and freetype
enabled. It contains the following packages:

mingw32-fontconfig-2.8.0-5.29.noarch.rpm
mingw32-freetype-2.4.7-1.4.noarch.rpm
mingw32-libcairo2-1.10.2-6.35.noarch.rpm
mingw32-libpng-1.5.5-1.5.noarch.rpm
