PyCairo install errors on Windows 64 bit Python 2.7

I installed waf version 1.6.8 into the directory above py2cairo.
I installed Visual Studio 2008 express.
I can't find python-config-2.7 in my Python directory.
I can't find this python-config on the internet.
Although I did find something called "config" which I installed.
I ran vcvarsall.bat
I placed site-packages into my PYTHONPATH.
Below is the command line dump.
I am stuck.
