If you're only interested in the resulting binaries (i.e. you don't want to develop gtk/cairo for windows), you can just use the script at: https://github.com/mkbosmans/download-mingw-rpm to download and extract the DLLs. I'd certainly recommend the latest release og Gtk+ v2. The 2.24.10 release has many, many important bugfixes for win32.
