Pixman comes as tar.gz while cairo is in tar.xz format. You can see that when you scroll down on <http://cairographics.org/releases/>, the LATEST-* files are actually only links, pointing to the tar.[gx]z files below. You can use XZ-utils(+tar) or 7zip to unpack the cairo file. Don't know about unzip/unrar.
