Cairo PDF output broken with Noto Nastaliq Urdu font

Copying from: https://code.google.com/p/noto/issues/detail?id=207 Using HarfBuzz or Pango create a PDF of text rendered in Noto Nastaliq Urdu [0], observe that it's broken and doesn't match the PNG output from the same tool.
