There is a distinction between the source development tree and the
source distribution tree. The former is what you put in version
control, while your tarball would contain the latter.

Developers would be expected to have autotools installed in order to
work with the former. But it makes sense to have the output of
autotools included with the latter, so that those who just want to
build from source, rather than do actual hacking on the code, can do so
without needing autotools.
