[PATCH v2 00/13] Sync Linux definitions up to Linux 7.1

This patchset updates the Linux-specific glibc headers, syscall lists, and
constant tests to match the definitions introduced up to Linux 7.1.

Kernel-internal or clone3-only definitions that glibc does not export
(PIDFD_AUTOKILL, the high CLONE_/UNSHARE_EMPTY_MNTNS flags, STATMOUNT_BY_FD,
the PR_CFI_/PR_RSEQ_SLICE_* prctls) are intentionally left out.

I checking the build-many-glibc.py on aarch64-linux-gnu, armv-linux-gnueabihf,
loongarch64-linux-gnuf64, powerpc64le-linux-gnu, s390x-linux-gnu, and
x86_64-linux-gnu.  I am still re-building other ABIs with the updated
kernel headers.

Changes from v1:
* Add the pre-6.18 definitions above (AArch64 HWCAP, IPPROTO_AGGFRAG,
  AT_RENAME_, TCP_RTO_/TCP_DELACK_MAX_US).
* Regenerate arch-syscall.h (adds clone3 on sparc and memfd_secret on
  loongarch, wired up in 7.0) and update build-many-glibcs.py to 7.1.
* Squash the per-file changes into a single commit each.
