Ann: ProjectCenter got a new home

Hi,

since the sources are already part of GNUstep and since Martin made such nice looking pages I decided to make them the new home for ProjectCenter. You can find it at

http://www.gnustep.org/developers/ProjectCenter.html

This means that the old URL (www.projectcenter.ch) will soon be gone - all new information and sources will be available from the new place!

PS: As a start I added an updated FAQ and a simple TODO list to the pages ( it may take a while until they show up ).
