TYPE_OUTGOING is defined in Filter.h.

I just did a cvs -d :pserver:[email protected]:/opt/cvsroot co 
GNUMail/Filter.h and everything is alright on the CVS.

Maybe your cvs update failed (if you did a cvs update) for this file.
