Failed test: basic10_4.m:166 ... negativeFormat used for -ve number

With ICU 60.2, str is "_R$<A0>1.235".  I don't know how this non-breaking
space sneaks in or whether it is supposed to be there.  Ubuntu are setting
testHopeful to cope with the failure, the attached patch extends the
expression.
