WebServices: connection timed out

Hello,

Until now, I was able to install Webservices among the GNUstep 
frameworks I try to provide on my Desktop project.

While testing on a new clean system today, I was blocked by a timed 
out error:

> PASV --- could'nt connect to 10.18.0.6 port 10091: connection timeout

And it retries, again and again... So I was compelled to remove it 
from the frameworks list to go forward.
