I agree, but what about many localized .help bundle?
I thought it could be a way to dispatch the work:
- In the app, the native default .help bundle (let say in English).
- In the site, the many translations.
- Then a way (a Localisation wizard?) to retrieve and to install the 
localized bundles that matter for the end user for each app.
