Just a few thoughts on some points

The KDE project is just like that. It has splited its releases on the Plasma 
desktop, the applications framework and a set of applications. Each on their 
own timelines. And each promoted on the KDE's home page. (We already can see 
parts of its framework used in other projects, the lightweight LXQt desktop 
environment being the most famous).

Regarding GNUStep, desktop are already released on their own timeline, 
obviously ! But nothing is set on the GNUStep home page.

Let's start with small tasks :

- add periodical releases for applications set, framework and desktop on the 
home page. (I can't even tell the various versions, because everything is 
hidden somewhere on the website).
- create dedicated pages about each Desktop projects. Later, we could help 
their "teams" (one person only I think) to communicate. Even better would be 
to create dedicated websites but it would be to much work.

As it was often pointed out, its strongest disadvantage is its look and feel. 
We are old, they are young. We like the NextStep look and feel because we 
_were_ young at that time. 

Let's start with small tasks :

The default look and feel doesn't need to change (yet ?). 
Could a simple "swith theme" app be added in every application ?
Every website screenshot could be replaced with another nice looking apps 
theme.
