Yes, most likely, in the GNUmakefile (ProjectCenter/Library), you can 
add to the LIBRARIES_DEPEND_UPON line:

ProjectCenter_LIBRARIES_DEPEND_UPON += -lgnustep-gui -lgnustep-base
