It was moved to 
http://www.gnustep.org/resources/documentation/User/GNUstep/machines_toc.html 
and this broken link has been fixed to reflect the change now. As for 
the FTP site, it works fine here, but they may have been having problems 
with it earlier. If it continues to be a problem, let us know.
