GNUstep Wiki configuration changes

A GNUstep Wiki user would like to test out different CSS changes that 
could improve the look of the GNUstep Wiki. however, for this to 
happen, the administrator needs to enable some options. See:

http://wiki.gnustep.org/index.php/User:Stefanbidi

It appears that this is safe enough as these options only allow the 
user to change CSS on their own page and not on the Wiki in general, 
but if that is not the case, please let me know.
