Modifying locales to use non-Roman numbers

Hi all,

I filed Jitterbug 3112 so that the Arabic locales will format their 
number based strings using Arabic numbers (u0060...) instead of the 
Roman ones. Browsing through the locale data in data/locale I can't 
figure out how to change this. Is there a way to change this?
