ICU demos have been updated to the latest snapshot of ICU. (even though 
it says 2.6).

Features:
  * updated Thai collation
  * reworked/redesigned locale explorer collation page
  * redesigned unicode browser icons

plus any new features/locale changes picked up by the in-progress ICU 
2.8 work.
