It makes it easier for testing if we don't support this option, and it only worked briefly in ICU 2.6. Several versions of ICU previous to 2.6 didn't work with this configure option at all. Due to the lack of people complaining about this configure option being broken in previous releases, I don't think anyone will miss it. Normally ICU uses pthreads on HP-UX. This option only affects people that use HP-UX.
