Is it possible 170 dlls instead of one in 8MB ?

Also I wonder and we do not see info about this.

Is it possible to make 170 different dlls for locales instead of single
huge?

I more like idea provide to our users ability drop into folder "locales" of
our App locales they need.

Problem is that our Valentina database engine self has size about 2.5-3MB.
It looks to overhead to add 8+1MB of ICU.

So is there such way?
