And of course, may I assume that there will be some feature-on/off C preprocessor magic for those of us that do not want the runtime overhead?

ICU tracing is intended for use by applications running in production 
environments where development style debugging of problems is 
impractical.  The tracing capability would be present in release 
versions of the application(s), and could be enabled to allow 
investigating problems without requiring installation of debuggers, 
alternate debug builds or other configuration changes to the failing system.

Tracing is being added at the request of some of our larger users.

As always, any questions, comments, suggestions or whatever are welcome.
