Good point, another one in line with the consistency argument like having to translate indexes when 
using different UTFs. I think I will see what other feedback I get and keep this for a 2nd revision.

Yes.

I also had additional audiences in mind:
- people migrating from legacy codepage processing to Unicode
- people confused by claims that "Linux uses UTF-8"
   (there is a lot of UTF-16 too)
