'primarily developed on Windows' isn't the case for some of us, and testing on Unix isn't an issue for most of us. Besides, ICU already mostly works with CygWin (gcc works, but with MSVC it only partially works). CygWin works on more Windows machines than Microsoft's Unix services, which requires the NT lineage of Windows. ICU makefiles still require GNU make. I know that ICU is primarily develop on Windows an them ported. This might make it easier to test on Unix earlier in the development process. I have not tried it so I have no idea how well it works.
