'primarily developed on Windows' isn't the case for some of us, and 
testing on Unix isn't an issue for most of us.  Besides, ICU already 
mostly works with CygWin (gcc works, but with MSVC it only partially 
works).  CygWin works on more Windows machines than Microsoft's Unix 
services, which requires the NT lineage of Windows.

ICU makefiles still require GNU make.

I just heard about Microsoft's Unix development environment for Windows.

I was think that it might be a good cross platform development environment
for ICU applications.  I know that ICU is primarily develop on Windows an
them ported.  This might make it easier to test on Unix earlier in the
development process.

I have not tried it so I have no idea how well it works.
