Notice: MSVC 6 changes for ICU4C 3.0

* Affects ICU4C release 3.0 *

As of ICU4C 3.0, we are changing the way Microsoft Visual Studio is 
supported.
- Support for Visual C++ 6 project files is phased out while we
  continue to support the Visual C++ 6 compiler and linker.
- Visual Studio .NET 2003 (MSVC7) project files will be supported in
  CVS snapshots starting immediately, and in the 3.0 release.

During the 3.0 cycle (after 2.8 final release, but before 3.0 final
release, that is, *now*):
- CVS snapshots of ICU4C may not contain working MSVC6 project files.

At the point of the 3.0 release:
- The final release will contain working MSVC6 project files.
  These will be located at icu/as_is/win32/msvc6.zip.
- Building using the MSVC6 compilers and linker *will* be supported
  via Cygwin*.

After the 3.0 release:
- MSVC6 users may use the MSVC6 project files found under icu/as_is/,
  which they *may have to modify* to suit future release.
- We will not continue to update these MSVC6 project files; however:
- Contributors are welcome to submit updates to these project files.
- Building with the MSVC6 toolset will be officially supported using 
Cygwin.
