We discussed this issue in yesterday's team meeting.  Although good points 
have been raised about the potential usefulness of the keywords, on 
balance they are more trouble to keep than to remove for the developers at 
this point.  The planned migration away from CVS is another factor in 
favor of removing the keywords.

My opinion?

Keywords that expand to the same text on all machines seem rather 
harmless.

Keywords that expand to different text (e.g., including local paths) seem 
like more trouble than 
they are worth. If people agree that we should retain them, then we need 
to work on tools for this. 
The tools should then use the CVS flags for whether to even look for 
keywords.

Note that ICU4C does not use any keywords. ICU4J uses them in most but not 
all files. Judging from 
ICU4C, it seems like we have not had a real need or big desire for them so 
far.

Note also that we are looking into migrating to Subversion this year. We 
should not develop 
CVS-specific tools.
