Re: Question on ICU Mongolian chart

The way ICU is constructed, all of the calendars (algorithms) are available in
each locale. If the calendar requires specific localizations (such as eras),
then it is possible to localize them in any set of locale data. If no
localizations are available, then the root localizations are used -- those root
localizations are designed to be as neutral as possible.
