I install icu on linux, how can I change the data/mapping/convrtrs.txt? 

I have added some alisa(example: ansicp939) into convrtrs.txt, and then :
      ./configure 
      ./make
      ./make install

but I found icu cannot identify "ansicp939", why dose not  my change on 
convrtrs.txt work?

How can I ?
